RESERVATION FOR WHOM & WHY ? 
IS RESERVATION BASE ON CASTE .......!!!
It was the red letter day in the wake of freedom of Indians and Jharkhandi  that the constitutional maker made the special provision in the constitution for safeguarding of Social & Educational development of “Backwards Class” known as Scheduled Caste & Scheduled Tribes according to the Art-338 of the constitution the post of Commissioner for “caste & Tribe” was created and the office started functioning from the 18th Nov-1950. In accordance with the provision of Article references as mention in 341(1), (2) & 342(1),(2) are construed as includes and excludes from the list any groups, community or part there of as the president may on receipt of the report of Commission appointed under clause (i) of Art-340 by order specify.
As regard Backward Class people of present Jharkhand State, Northern Orissa, West-Bengal  etc who were included in the list even after their demand of separate state sovereignty like other Indians state on the basis of socio-cultural and linguistically similarity comprising within Chhatnagpur & Santal Parganas Commissioners. Also when the demand of Jharkhand state was not included in the discussion held at British House of commons in the year 1925 in spite of it developed Santali language-literature and invention of distinct modern script “OLCHIKI PARSI”. The present designed Backwards Class people  ie Kol, Santhal, Ho, Munda, Bhumij , Mahali etc were  formed The “Adibasi  Mahasobha”  in  1935 and started the agitation for creation of separate Jharkhand State. But it was unfortunate for the Jharkhandi that  the  political leader of the country designated this demand as “Algao-Bad” and people as “Algao-Badi” than started displacement in the name of developments.
The country divided in two part but the presnt Jharkhand state was  not created in spite of so many commission appointed by present ruling Party such as  “Dhar Commission” in the year 1948 of govt. “J.V.P. Commission” J=Jabaharlal Nehru, V= V.V.Patel & P= Pitabhi Sitaramaiya of congress  again the “Linguistic Commission” in 23 rd December 1953, but all these commission denied the creation of Jharkhand state. On the other hand it is documentary evident that in the report of linguistics Commission had argued that “The people of these areas (Jharkhand) did not have any specific common languages to be used for all or Socio-Culture similarity” rather some portions of the area were again included with West-Bengal. Is not it the reason of inclusion seems to be minimizing the linguistic people from the sovereignty?
The act of divide and rule policy started by the British govt. over the population of these region i.e. Chhatanagpur –Santhal Pargana Commissioners and carry forward by modern thinker and political leader of this country even after the creation of Jharkhand State and inclusion of Santali language in ther VIII scheduled of the constitution seems to be wrong interpretation of the modern constitution for the benefit privilege few which resulted the socio-economic gape between have and have not..  Is not it the duty of either Central or state govt. has to appoint the Santali Language Commission for gives the regional identity of the newly created sate after the creation of a new state i.e.  Language commission under Art-344 to give the status under Art 345 &347 in the sate of Jharkhand,Odisha & West-Bengal.  Than appoint the Backwards Class Commission under Aticle 340 to investigate the “Socila & Educational” status to “include & exclude” any groups, community or part there of from the list as mention in Article 342(2) of the constitution togather with the  Sarna Religious Commission” to survey the SARNA Religious community in the State of Jharkhand, West-Bengal, Odisha, Chharisgarh etc for implementation of “ SARNA” code law or implement the "Direct Democracy" under customary Law.
Now the question arose “Are these jaher-khond (Beidin Culture) “Pre-Vedic” people of ancient Bharat not entitled to lives like others modern Indians? Like Oriya, Bengali, Assamiya who are known presently as modern Indians.  If these linguistic identity were not given on the 14th day of September 1949 by the constitutional drafting committee can they claims their present identity what they possessing?. It is only some modern cultural and national thinker of the country who were deeply studied about the language, literature and culture of the Jaher-Khond people, hence they make out the Jharkhand & chhatisgarh State followed by the inclusion of Santali language in the VIII scheduled of the constitution. All though they were also not so much aware about the thought of Sadhu Ram Chand Murmu and Pondit Raghunath Murmu who were developed the modern distinct script “Olchiki Parsi” for the modern identity Santali linguistic groups and Sarna religious community in modern Bharat. On the contrary the 109th constitutional Amendment-2009 of central government seems to be keeping the linguistics mass residing in the state of Jharkhand, West-Bengal, Orissa etc in the edge  for some more years. This may played a vital role in the coming future for weakening the National integrity and sovereignty as well as encouraging the corruption culture over the region and country..
How long nation prepare the mind of man to developed in to human individuals, who would imbibes certain basic value and lead their life a higher place of perception understanding and ability to distinguish between good and evils. It is the awareness wisdom and idea evolves since long in their thinking. So it is unwise to say that they are lacking the higher place of perception ability to distinguish between good and bad. Only one thing lacking is Education by mother tongue and their present knowledge become made imbecile due to prolong suppression. Is not it  we are engaged since pre-Independence  in denouncing each other culture, custom and tradition and creating hindrances for national integration yeh  the National joy is yet to celebrate?
The last five decade of Indians Independence Santali Linguistic people are spending a confusion life both central and state, due to the different attitude of central and state governments in regards to traditional modern identity of Language, literature and culture. The present design “Tribes” i.e. Santhal, Ho, Munda, Mahali, Kudmi etc are the sub caste of “Kherwal community” or groups the formative style of “Olchiki Script” and Santali language proves the same, and also it is evident from the scriptures of late genius Koleyan Guru, Sadhu Ram Chand Murmu, Baba Bhagirath Hansdah, Pandit Raghunath Murmu, Pruthunath Murmu, Dhanay Kisku etc which has failed to carry forwards by the literature and culture lovers people of the community in national levels. The Kherwal communities are the pre-Vedic (Beidin culture)  people of ancient bharat having their rich traditional modern  literature and culture heritage in modern Bharat the santali  language neither base from sanskrit nor from pally prakruti.
So according to our view right to happiness of every human being should be given to all the idea of true secularism is yet to transplant in the minds of others. The reservation as envisages in modern constitution is not based on caste. It has meant for “Social & Educational” upliftment of the “Backwards Class” community or groups for certain period only classified by the commission appointed under Art.340 of the constitution. In the mind set of caste base intellectuals the reservation has been argued as caste base in modern constitution and engaged in interpretation of constitutional behavior like Hindu religion and try to design or defined “Backwards Class” people of the constitution are Hindu duplicity. So in the beginning era of 21st century we should rethink about the reservation for Whom & Why? Who are Adibasi, Banabasi, Girijon, Horijon, Bideshi & Pardeshi ? We all are  Indians should be known as Bharatiya and  think about the all-round development of Bharat Varsh to full fill   the basic modern  thought of our  great thinkers as mention in the  preamble of the constitution.
